Temporary Restraining Order Granted for 22 States on NIH 15 Percent Cap on Indirect Costs

U.S. District Judge Angel Kelly  granted a temporary restraining order on Feb. 10, 2025 related to changes announced on Feb. 7, related to how the National Institutes of Health reimburses Facilities and Administrative (F&A) costs also known as indirect costs.  Judge Kelley set an in-person hearing for Feb. 21, 2025.

Twenty-two state attorneys general filed a lawsuit  against the announced changes, which would limit how NIH reimbursees for  universities and research institutes for “indirect costs.”  Read the complaint
